Prorogation to the Law Marco is effective

This Saturday the prorogation to the Law Marco was published, approved by the FSLN and the ALN, while the PLC was added to defend the position in favor of David Castillo, in the INE.
 

 

 

The Law Marco arose as a result of the institutional crisis in the 2005, after the deputies of Partido Liberal Constitucionalista (PLC) and the Sandinista Front approved the constitutional reforms in first legislature, at the end of the 2004, and in second legislature at beginnings of the 2005.

The reforms clear attributions to the President of the Republic, but now to the FSLN they are not to him advisable.

The approval of the prorogation to the Law Marco surrounded to the Supervision of Services Public (Sisep), to the Institute of the Urban and Rural Reformed Property (Inprur), to the law of Social Security and the constitutional reform to 138 article numeral four, of the Constitution, that reduces attributions to the Executive.

The Archbishop of Managua, Leopoldo Brenes, exhorted yesterday the departmental deputies, who “would be interesting that they can have offices in the diverse departments where they have been elect, so that they can listen the town”, and of that form to have his endorsement.

The Archbishop of Managua, Leopoldo Brenes, showed yesterday that hopefully the deputies have consulted to their bases to approve the prorogation of a year for the entrance in use of the Law Marco, that congealed the constitutional reforms.

Monsignor Brenes remembered that the legislators have the responsibility to listen their bases before approving any law.

“I believe that that is a responsibility that they (the deputies) have at level of legislative body. I believe that they have done it according to its conscience. They have a great responsibility, if they have valued it after to have listened their bases, this is the best thing”, said jerarca catholic.

Brenes indicated that in these cases, the recommendable thing is that the legislators consult the town to him if they agree or not with the approval of certain laws.

It added that another one of the obstacles that the citizenship faces is that most of the deputies of the departments “they come to live to Managua and they become disconnected of the population that chose them”.

THE PROROGATION

The prorogation to the Law Marco was approved by the deputies of the large stone benches of the Sandinista Front and Alianza Nicaraguan Liberal (ALN), after the ex- presidential candidate Eduardo Montealegre presented/displayed a reform to the entrance in use of the Law Marco.

The Archbishop of Managua stressed his confidence in which the prorogation to the Law Marco was approved thinking about the benefit of the Nicaraguan town and not in the personal or in favor well-being of each large stone bench.

“I believe that the important thing is that hopefully this is used for benefit of the nation, for benefit for the community and is not for own benefit, because I believe that always it must legislate not for either the personal one nor for or of a party, but that must legislate for or of the country”, showed Brenes.

Jerarca catholic recognized that the prorogation of the Law Marco untied a series of controversies between diverse constitutional analysts, since between the experts does not exist a single legal criterion.

“I see that when interview to the analysts, such analysts do not agree very (with the prorogation), because they say yes that, others say that no, then I believe that it is interesting that the experts in laws can have a single criterion, as always I say, I believe that the important thing within the laws is the benefit of the town”, she said.
