The Ministry of Energy and Mines Bayardo Maple, adviser for economic subjects and of finances of the President, showed yesterday that within the rectifications to the reform of Law 290, also to attributions to the new Ministry of Energy and Mines will be reduced to him.       “Reviewing the functions of the Ministry of Energy and Mines, when defining itself their functions, had been affected some functions that correspond to him to the regulating institute, that is the Nicaraguan Institute of Energía (INE)”, it said Maple. “The functions of the Ministry of Energy and Mines were touching functions of the regulating institute, then we are requesting that clear those functions to him to the Ministry of Mines and that has left to the INE”, it added Maple. Maple said that while the Legislative Power does not approve the reform to Law 290, it will not be possible to be sent a reform to the budget nor to be named to a series of civil employees of the new institutes of State.

They are right     “It could have a constitutional rubbing and the President considered that they were totally the right and therefore is being rectified and eliminating, through motions, the signalling of which is the Supreme Head of the Police, and most important it is than it is giving back to Interior the functions to him with the Police, and as so mandata the Constitution”, informed yesterday the presidential adviser, Bayardo Maple.

The sandinista government who directs to Daniel Ortega, rectified yesterday with respect to the proposal of reform to Law 290, of organization and competitions of the Executive authority, when restituting to the Minister of Interior a series of faculties, although next to the one of Defense will leave them as “participant” and not as “directors” in the decision making related to the national defense and the public security.

Ortega the past sent Monday to the parliament - with urgency character a proposal of reform to Law 290, to obtain greater faculties on the Army of Nicaragua and the National Police and to diminish them to it to the ministers of Defensa and Interior.

The project of the Executive caused commotion in the society, and Bayardo Maple, adviser of the President for economic and financial subjects, accepted yesterday that there are “right and correct restlessness” that must be solved.

According to Maple, the interest of Ortega to assume greater functions with the National Police, must to that the public security is a high-priority subject for the new government.

PARTICiPANTES, nonLEADERS

However, the deputy by Partido Liberal Constitucionalista (PLC) and first secretary of the parliament, Navarrese Wilfredo, indicated that the new proposal of Ortega is to leave in fact with less faculties.

“The ministers stay not as coordinators or directors of certain functions, but like members of those activities, because all he happens to the President of the Republic”, he indicated Navarrese.

According to Navarrese, the new proposal of president Ortega could finish in a species of “ridicule” to the reform to Law 290.

WITHOUT FUNCTIONS

“Apparently the reforms are not of bottom, but when they said that the Minister of Defense or the one of Interior had some faculties, now it is equal, but instead of saying that that minister `presides over' or `directs', `says participates' and then they clip functions”, added to him Navarrese.

A commission of the Executive authority, the director of the parliament and the heads of large stone bench, maintained yesterday to an encounter with the Police and the Army, to discuss with respect to the reform to Law 290.

The institute of Social Security and Human Development will be into the hands of the National Police and not of the Ministry of Interior.

Grain dealer also will preside over the Directive Council of that institute, and not the Minister of Interior.

On the other hand, the head of the Army of Nicaragua, Omar Halleslevens, showed that the Directorate of Intelligence for Defensa (DID) must be into the hands of the military.

“the DID happens to the Army, that has in the last taken care of it 20 years with good event and without complaints”, it indicated Halleslevens.

“What one has become is to give back the Directorate of Intelligence for the Defense to the Army, a apartidista, non-political, professional body, recognized by all and therefore is going to collect the information for the defense”, affirmed on the other hand Maple.

The female leader of the National Police, Grain Aminta, and the head of the Army of Nicaragua, Omar Halleslevens, assured yesterday that both institutions will respect the Constitution and the laws, in addition to the subordination to the civilian authorities represented by the President, who by next the five years will be the sandinista Daniel Ortega.
