The sandinista agent chief executive
Daniel Ortega, who initiated his management ten of January the past,
seems interested in diminishing attributions to the ministries of
State and until a the National Assembly, through the reform to Law
290, of organization of the State, and by means of other changes
that will propose to the laws of Citizen Participation and the one
of Municipalities, he maintained deputy Wilfredo Navarro yesterday.
With the changes to the Law of Citizen
Participation and the Law of Municipalities, Ortega tries to
implement a system of “participativa democracy”, said to Tuesday the
sandinista deputy Jose Figueroa; and through the changes to Law 290,
the President looks for to have the faculty to create - by means of
decrees secretariats and advice whose powers have still not been
defined, he added Navarrese, legislating by Partido Liberal
Constitucionalista (PLC).
“That calls the attention to Us and we
want to avoid that these advice multiply the state bureaucracy, or
that these advice replace the functions of the ministries, and we
are going to close the doors saying that to these advice never they
will be able to delegate to it them the functions of the ministries
of State”, indicated Navarrese.
The reform to Law 290 could on a
commission basis be discussed of urgency tomorrow Friday, as it
loves the government to it, or to be sent, as they prefer some
deputies.
“It is necessary to make pressure on the
definitions of these advice, so that it is not tried with them to
replace the task of the ministries and in certain form of the
National Assembly”, it added Navarrese.
The presidential adviser for economic
subjects and of finances, Bayardo Maple, maintained yesterday that
the advice will replace the different secretariats and will have
between their functions the coordination of the institutions of the
State, but accepted that still their faculties are not delimited
all.
“In the faculties of the President,
besides to create secretariats, that will only be two, the Technique
and the one of the Presidency, that eminently becomes
administrative, these (secretariats) will be replaced by advice,
those that will be instances of interinstitutional coordination,
consultation with the civil society and participation; inclusively
we are going to take advantage of to send some adjustments to define
the paper of the advice”, explained Maple.
to be approved the governmental proposal
of reform to Law 290, president Ortega will have the faculty to
approve secretariats and advice without needing the endorsement of
the parliament.
“(For) the creation of the advice must
have a definition of that, from the perspective of the PLC, we are
raising that to those advice the President does not transmit the
faculties to them of the ministries, because it would be a mechanism
to deceive the reform to Law 290 and we have reserves with that”,
indicated Navarrese.
THE POPULAR ASSEMBLIES
The deputy added that by means of reforms
to the Law of Citizen Participation and the Law of Municipalities,
Ortega would look for to reduce faculties to the National Assembly.
“That worries to Us to us about the
reforms to the Citizen Law and to the Law of Municipalities, because
it is for leaving drained of content the work of the National
Assembly, and then we must be with vigilant eyes and not to let pass
nothing that allows that the content of the National Assembly
drains, to arrive at Popular Assemblies that by their same concept
is political assemblies, that would be to the service of the State
and which they would diminish the balance of powers that must
exist”, he assured Navarrese.
The ex- candidate to the Presidency and
now delegated by Alianza Nicaraguan Liberal (ALN), Eduardo
Montealegre, showed his preoccupation by the power concentration
that the agent chief executive looks for Ortega.
“The concentration worries to Us about the
power, worries us that the Daniel Ortega of the campaign is
different from the Daniel Ortega President… When they governed from
down they wanted parlamentarismo and when they govern from above
want an excessive presidencialismo”, Montealegre said yesterday.
EXCESSIVE SECRECY
The deputy by Sandinista the Renovador
Movement (MRS), Victor Hugo Tinoco, thought that until today the
government party does not inform with clarity which is the reach of
the reforms that they persecute.
“I do not know the proposal and for that
reason it is difficult to think on those subjects, which I can say
to you is that direct democracy is the electoral processes, it is to
resort to the referendos to consult the population, direct democracy
it is to resort to the plebiscitos, is not only to form committees
that consult. They are things that would be due to review”, affirmed
Tinoco.
“It would be necessary to see what is what
they raise, because vos sabés that is a special situation here
because here the government is of minority, won with less of the 38
percent; then it must right to have its ideas, but that it has the
endorsement of the society through parliament is another thing, then
they must explain the things well”, added Tinoco.
