The Executive authority could undergo structural reforms in the short term, because president Daniel Ortega will send to the parliament an initiative with urgency character, oriented to transform some ministries and other institutions, trusted yesterday the deputy by Partido Liberal Constitucionalista (PLC), Wilfredo Navarro, first secretary of the National Assembly.

One yesterday occurred to know the cabinet that will accompany to Ortega in the beginning by his second presidential management, although the Ministry of Defense follows with a “administrator”.

“I understand that president Ortega has some proposals of law with urgency character, to redefine the structure of the State and we have said to him to the Sandinista Front that we want to know that questions previous”, indicated Navarrese.

The legislator described like “nontranscendental, neither serious, nor dangerous” the changes that Ortega will propose, although accepted that he does not know the reform completely.

“I understand that there are some reforms in the conformation of the State, the creation of a new ministry and to make some adjustments of the law that defines the organism of the State, and as we do not have clarity on that, we have requested that gives a information us before presenting/displaying it, to be able to see if they are feasible to support it”, continued Navarrese.

ORTEGA DEFENSE MINISTER?

The renuencia of Ortega to name a Minister of Defense is interpreted in some sectors as an interest to become the direct link between the Executive authority and the Army of Nicaragua. Navarrese it did not discard such possibility.

“They (the new government) want to make some adjustments in the matter of sport and in youth, they have not spoken to us of Defense, although I understand that in Defense they want to leave a species of administrator and believe that Mr. Ortega wants to directly assume the relation with the Army”, he indicated Navarrese.

“The worrisome thing would be to want to give in favor or political dye to the Army and to the Police; the relation between the President and the Army can be institutional, the problem is that it is wanted to give in favor character to him”, said Navarrese.

The designation of First Lady, Rosario Murillo Zambrana, in the coordination of the Council of Communication and Citizenship, opens incognitos, because article 130 of the Constitution establishes that in all the powers of the State and their dependencies “they will not be possible to be made fall appointments to people” whose relation is of the fourth degree of consanguinity and second of affinity with the authority that makes the election.
