In his first complete day of government,
president Daniel Ortega Saavedra adhered to Nicaragua to the
Bolivariana Alternative of the Américas (White), a scheme of
integration based on cooperation principles, solidarity and
complementariness.
In his first action after
company/signature in the agreement in Managua, Venezuelan President
Hugo Chavez You cold announced the construction in Nicaragua of a
refinery with a processing capacity of 100 thousand barrels of crude
per day.
Ortega incorporated to Nicaragua to the
Dawn, as alternative forehead to the Area of Free Commerce of the
Américas (Alca) that impels the government of the United States.
In the act of present adhesion also were
Evo Morales, President of Bolivia and the vice-president of Cuba,
Jose Ramon Machado.
“I declare in name of the government of
the Republic of Nicaragua, our adhesion to the principles enunciated
in the joint declaration subscribed the 14 of December of the 2004
between the President of Venezuela and the President of the Council
of State of the Republic of Cuba”, indicated Ortega before signing
the agreement to which already Cuba and Bolivia belong.
THE BENEFITS
According to Chávez said, the Dawn will
allow Nicaragua to accede on credits, technical attendance,
provision of fuels, as well as to the condonación of 30 million
dollars.
With respect to this last aspect, Chávez
announced the condonación from the debt to Nicaragua “without no
condition”, as well as the company/signature of an agreement of
cooperation for the provision from fuel to the Central American
nation.
Bayardo Maple, now adviser of economic and
financial subjects of president Ortega, said that that debt already
was reduced.
“We have total freedom, no country
requests to him to the other anything in return, we are free to sign
whichever agreements we want, based on that, cooperation, solidarity
and complementariness”, maintained Chávez.
COUNTERBALANCE TO the Dr-CAFTA
The Dawn arises as counterbalance to the
agreements of free commerce impelled by the United States in the
region.
The President of Bolivia, Evo Morales,
said that the Dawn has defeated to the Area of Free Commerce of the
Américas (Alca) that impels the United States.
However, on the other hand, the Free Trade
Agreement that exists between Central America, Dominicana Republic
and the United States (Dr-Cafta, by its abbreviations in English),
effective in the country from April of the last year, has been the
person in charge of a fort begins to appear in the exports, that for
the first time reached the 1.000 million dollars in the 2006.
IT PROMISES REFINERY
Within the framework of this
integracionista project, Chávez Frías announced that it will support
to Nicaragua in the construction of a refinery with capacity of
refinement for 100 thousand barrels of crude per day.
“When we obtain that refinery will be a
mixed company, with majority (actions) of Nicaragua, because it will
be in land of Nicaragua and this country is sovereign and I am not
going to come here to put conditions”, Chávez declared.
President Chávez took advantage of to
inform that the day that Ortega assumed the power, entered a
Venezuelan ship with búnker to face a possible crisis of energy.
The Standard Esso Oil had one week of not
supplying of búnker and state diesel engine to Generating the
Electrical Power station Joint-stock company (Gecsa), because this
must 1,7 million to him dollars altogether, which could have caused
to the country to blackouts in the next days.
In the end, the new governmental
authorities were fixed with the Esso, when promising to pay 1,3
million dollars in one week, but the Venezuelan fuel will be to be
used in cases of emergency.
WHITE WILL RATIFY THE PARLIAMENT?
What not yet it is clear for anybody is
that if the Dawn will have to be ratified by the National Assembly,
since when asking to him Maple, adviser of economic subjects of
Ortega, it said that did not know if this one had to be ratified by
the deputies.
“I have not said that she does not have to
happen through the Assembly, which I have said is that if implies
commitments it can happen through the Assembly”, it indicated Maple.
The deputy of Sandinista the Renovador
Movement (MRS), Victor Hugo Tinoco indicated that if the agreement
implies indebtedness, he must happen through the Assembly.
EXCITED COSEP
The president of the Superio Council of
the Privada Company (Cosep), Erving Krüger, indicated that they have
come following the subject from the Dawn and think that perfectly it
is possible to be worked with this agreement.
“This it is an exposition of solidarity
and economic cooperation within the countries and we have said to
him to the President (Ortega), that we were going to work together
to impel the development, to continue the investments and to fight
the poverty”, indicated.
It explained that just by to reduce the
price of the energy all the margins of gain for all the companies
improve and “that is extraordinary for all Nicaragua”, declared.
